ResearchProposed controlled handoff between organisations: checks declared purpose, permissions, evidence completeness, ruleset and decision state before anything crosses a company boundary. Scoped, not built.
What it checks
- Declared purpose of the exchange against what the receiving party may use it for
- Permissions, and the sending party's authority to release
- Evidence completeness and the ruleset version it was produced under
- Decision state, so unresolved work is not handed on as settled
- Four outcomes rather than two: allow, redact, hold, reject
What it does not check
- It is not built. This is a scoped design with no implementation, no benchmark and no result, and it must not be counted as a capability.
- It would govern whether an exchange is permitted, not whether the evidence inside it is scientifically or legally correct.
- Redaction is a routing outcome here, not a data-protection control, and would not by itself satisfy a privacy obligation.
Research scope
This gate is early work with a limited scope. It is not certified, not validated for operational use, and must not be placed in any live control or clinical path. It is listed because the work is real, not because it is ready.

DELA detects changes in scientific, operational or other source evidence, traces the affected dependencies, preserves the work that remains valid, selectively replays reproducible operations, and routes non-reproducible work to qualified human review.
Every verdict leaves a record

| Determinism | The same input produces the same verdict. A result that does not reproduce is treated as a defect. |
| Signing | Verdicts are Ed25519 signed and anchored in a tamper-evident chain. |
| Replay | A sealed pack can be re-run later to detect verification drift. |
| Availability | Fail-closed. If this gate cannot be reached, the result is recorded as unavailable, never as a pass. |
| Independence | A third party can verify a pack without our source code and without contacting us. |
