DCLA tracks changes to regulations, policies, controls and operating requirements, then identifies the systems, decisions, evidence and previous approvals that may need reassessment. Affected work is held rather than allowed to continue on a superseded rule.

What it returns
Categorical, not probabilistic. Where a lane cannot decide, it says so explicitly rather than returning a low-confidence answer that reads like a decision.
What it does
- Represents an obligation as a machine-readable control rather than a document.
- Detects when that control changes, and what specifically changed in it.
- Traverses the lineage graph to find dependent systems, decisions and approvals.
- Places affected work on hold and reruns only the lanes that apply.
What it does not do
- It does not interpret regulation. A person still decides what the rule means.
- It does not replace a GRC platform, a control register or an obligations library.
- It does not provide legal advice or a compliance opinion.
